When does a connection request become visible duty?
National Grid says proposed substations at Aberthaw respond to connection requests from solar generation, battery storage and data-centre developments. Ofgem has separately consulted on a proposed financial commitment for battery projects in the connections queue.
What this does not establish. These source records do not establish planning consent, an accepted connection offer, energised capacity, operating load or a grid effect. They also do not establish a causal relation between the two public processes.

Which steps between a request and operation can be followed in public records, and where does the record stop?
A request, a proposed network change and visible operating duty are different states. Keeping them separate leaves room for later records to answer the question instead of treating a declared pipeline as delivered infrastructure.
