Public and institutional traces
Balancing actions, declarations, registries, settlement-adjacent records, source capability, and evidence-request workflow. Public traces can justify questions; they do not become private asset verdicts.

BMS and operational records can be read for response organisation, role concentration, visibility floors, and unresolved evidence needs. This sits beside SOH, never as a replacement for it.

Other structures remain inside cases and methods until their evidence base is public enough.
Formula/model qualification and local sensor systems may appear as fracture types, method problems, or internal workbench material. They do not become public fields merely because the grammar can reach them.
